Saint Lucia Citizenship by Investment in 2026: The Complete Guide

Saint Lucia’s citizenship by investment programme has run since 2015. It is younger than St Kitts or Dominica, and it has changed a lot in the last two years: new fees, a new list of dependants, a sworn statement of wealth, a yearly cap and a visa requirement for the UK. When families ask me about it, I start with what has changed, because older articles online are often out of date. Here is the picture as of October 2026.
The legal basis and who decides
The programme runs under the Citizenship by Investment Act No. 14 of 2015 and the Regulations No. 89 of 2015, amended many times. The most recent changes are Amendment Act No. 22 of 2025 and S.I. No. 57 of 2026, both published on the CIU legislation page. Applications are handled by the Citizenship by Investment Unit (CIU) and decided by its Board. You cannot apply yourself: the CIU FAQ says every file goes through a licensed authorised agent, and only the agent can ask the CIU about its status.
The investment routes
| Route | Minimum | What happens to the money |
|---|---|---|
| National Economic Fund (NEF) | $240,000 for the applicant and up to 3 dependants | A contribution, not returned |
| Approved real estate | $300,000 + administration fee from $30,000 | You own it; held at least 5 years |
| Built real estate (apartment or villa) | $500,000 + $30,000 administration fee | Not to be sold for 5 years after citizenship |
| National Action Bond | $300,000 + $50,000 administration fee | Repaid after 5 years, no interest |
| Enterprise project | $250,000 (Cabinet-approved project) up to $3.5 million | Investment in a business, with jobs |
The amounts are from the CIU investment page and S.I. No. 57 of 2026. Two notes from my practice. First, the bond route is still on the CIU page, but the BRIDGES programme page now lists four routes without it, so ask your agent whether bonds are being issued before you plan around them. Second, the approved real estate list is short: the CIU names A’ILA Resorts Villas and Residences and Canelles Resort, and S.I. No. 57 of 2026 stops new developer projects from being approved after 1 December 2025. The full budget is in the cost guide.
Who can apply
The main applicant must be at least 18, make one of the qualifying investments, pass due diligence (dependants over 16 are checked too), disclose everything honestly and pay the fees. Since 2026 every application also needs a sworn affidavit declaring financial resources of at least $350,000, with documents on the source of funds.
The Board must refuse an applicant who gave false information, has a criminal conviction other than a minor traffic offence, is under criminal investigation, is a security risk, could bring Saint Lucia into disrepute, or was refused a visa to a country where Saint Lucians travel visa-free and never got one later. It may also refuse someone already refused by another OECS state.
Citizens of Russia and Belarus cannot apply: the CIU suspended these applications in March 2022, and the suspension is still in effect.
The family
Saint Lucia’s list of dependants is broad: a spouse, children up to 21, children up to 30 whom you fully support, parents of you or your spouse over 55, unmarried brothers and sisters under 18 with parental consent, and dependants of any age with a disability. The fund contribution of $240,000 already covers three of them. Details are in the family guide.
How the process works
- You choose an authorised agent and collect documents, including police certificates, a banker’s reference, medical certificates and the affidavit of financial resources.
- The agent submits forms SL1 to SL4 with the processing and due diligence fees.
- Due diligence, plus an identity verification interview for the main applicant, in person or by video.
- Approval. Only then do you make the investment.
- The oath of allegiance, the certificate of registration, and the passport application through the agent.
The CIU speaks of about 90 days from acceptance for processing. BRIDGES plans 6 to 12 months in 2026. The checklist is in the application guide.

What the passport gives
According to the BRIDGES passport index of 4 October 2026, the Saint Lucia passport opens 140 of 226 destinations without a prior visa, including the Schengen area for 90 days in 180. Since 5 March 2026 the United Kingdom requires a visa. The United States, Canada and China also require visas. More in the passport guide.
What is still open
Residence and genuine link. Act No. 22 of 2025 says that from 1 January 2026 applicants and dependants must meet “prescribed” requirements of residence and genuine link. As of 25 October 2026 I have not found these requirements on the CIU website. I tell families to plan for a visit and to watch this point.
The EU. The visa waiver is in force. BRIDGES notes that the European Commission’s eighth report under the visa suspension mechanism, of 19 December 2025, treats investment citizenship as a possible ground for suspension, and that in July 2026 the Commission wrote to five Caribbean states, including Saint Lucia, proposing to phase the programmes out by 1 June 2028.
My view
Saint Lucia is a good fit for a larger family on a fixed budget: $240,000 covers four people, and parents from 56 and young siblings can join. It is also the only Caribbean programme that has offered a bond you get back. It fits less well if the UK is central to your plans. For that, look at the comparison guide.
Questions and answers
What is the cheapest way to get Saint Lucia citizenship?
The National Economic Fund contribution of $240,000, which covers the applicant and up to three qualifying dependants. Processing and due diligence fees of at least $10,000 come on top.
Do I have to visit Saint Lucia?
Not to apply. The identity interview can be held in person or by video. A residence and genuine link requirement exists in law from 1 January 2026, but its details had not been published by the CIU as of 25 October 2026.
How long does it take?
The CIU says about 90 days from the notice of acceptance for processing to a decision. BRIDGES plans 6 to 12 months in practice, mostly because of due diligence.
Can I keep my current citizenship?
Yes. Saint Lucia allows dual citizenship, according to BRIDGES, and the CIU does not ask you to renounce another passport.
